Joined United Road in May 1998 as Manager of Environment, Health and Safety. United Road was a public company that was doing a roll up of vehicle towing and transportation companies. Rolled out the consolidated national insurance program on June 1st. The program included on-hook and garage-keeper’s coverage for the towing program, inland marine for the transportation, as well as nationwide auto and worker’s compensation coverage and monopolistic coverage for Nevada and Washington State. Was promoted to VP of Risk Management and made part of the leadership committee in 2003.

Managed the insurance program through the roll up of almost 80 companies and the privatization of ownership and the spin off of the towing operation. As part of the roll up created and implemented Health and Safety Plans for multi-operations (Towing, Transportation and Reposition), training programs which, in the case of Towing, was adopted as the standard by several states. Continued to manage DOT compliance, including several DOT audits.

Over the years we have had four different primary insurance companies with high-deductible policies. While our relationships have always been positive, we have had to use both Arbitration and Novation at different times to achieve collateral reductions.

Our insurance structure has focused on ensuring an efficient cash friendly collateral structure through aggregate layers as early as 2003, Risk Retention Group in 2015, corridors and ventilated layers 2019, multi-year aggregate policies initially placed in London 2020, and true captive, created in 2024, as a method of risk transfer for coverages difficult to insure. The hallmark of the insurance program was an aggressive claim response, investigation and resolution program which limited collateral requirements and provided predictable financials to United Roads Leadership. Through the team that was created over the years (average tenure of 15 years, United Road has been recognized as an industry leader for both primary and excess claims management.

Charles has served on US Law’s Client Leadership Counsel (continues to serve as a mentor and host), Chubb’s Client Advisory Board as well as other industry committees. Charles has spoken at major conferences on a range of topics ranging from due diligence, managing IC and Company drivers in the same operation, implementing disciplinary policy and the effect on litigation, Medicare as a secondary payer and structuring settlements address future financial risks, managing catastrophic claims and using structure and contracts to avoid unwanted and unpaid for risks as a broker.

Served as an Expert Witness on a variety of topics, including:

-Depreciation and constructive total loss for new and used vehicles;

-30b6 covering topics of Incident Investigation, Driver Training and Management, Company Maintenance Programs, Incident Response, and Driver Training Standards.

Assisted in the development of the Southeast Massachusetts Jewelry Source Reduction Project (1986 – 1987). The project was designed to provide expert consulting services to the micro industry of Jewelry manufacturing, to allow them to comply with OSJA and EPA regulations. The project received off cycle funding from 5 different Secretariates as well as support from a major university and major manufacturers in the region. The program received the Ford Foundation Award for Excellence in Government Environmental Services.

As Manager of Environmental Affairs and Safety at United Waste (1990 – 1997) Oversaw the permitting of over 120 landfills and 165 Transfer Stations in 41 different States. In this capacity managed all environment due diligence on over 300 acquisitions and established methodology for calculating post closure accruals. Managed all environmental testing programs at in-house laboratory and established statistical analysis protocols to meet EPA protocols. Managed all litigation for both casualty claims and siting disputes.

Served as Safety Director and established the Safety Program for over 4,500 drivers and various personnel at landfills, as well as, processing, composting and transfer facilities. Authored the Health and Safety Plan and most training programs to meet the unique needs of our company. I established a defensive driving program and was a certified Train the Trainer for Smith and Liberty Mutual defensive driving programs. As Safety Director wrote and implemented DOT drug testing protocols and managed over 40 DOT audits.

Assumed responsibility for handling the response to all work-place accidents and managing the associated claims. Ultimately took over the placement of all insurance policies and managing the Risk Management relationships.
